报告摘要: 在美联储2024年1月议息会议中1,FOMC全体官员一致投票保持联邦基金利率目标区间在5.25%-5.5%,符合市场主流预期,这是自2023年7月加息以来第五次暂停加息。 2022年3月、5月、6月、7月、9月、11月、12月以及2023年2月,3月、5月、7月美联储先后十一次上调基准利率。其中2022年3月加息幅度为25个bp,5月为50bp,6月-11月每次加息75bp,12月为50bp,2023年2月、3月、5月、7月为25bp;6月为首次暂停加息,9月为第二次暂停,11月为第三次暂停,12月为第四次暂停。 1月FOMC声明表述出现一些实质性变化。一则声明认为达到就业和通胀目标的风险大致平衡,并剔除“额外加息”(additional policy firming)的表述,这可能意味着自2022年3月开始的加息周期结束;二则声明对未来降息时点的判断保持谨慎,本次声明增加了后续降息的前提条件,即只有等到美联储对通胀回落的可持续性更有信心之后才会降息;三则,声明对经济的判断从12月的“放缓”(slowed)变成“稳健”(solid),即更靠近于软着陆,我们理解这也是美联储对何时降息保持谨慎态度的背景。 一则,1月FOMC声明认为就业和通胀目标大致平衡(the risks to achieving its employment and inflation goals are moving into better balance),并剔除额外加息的表述。此前关于加息的鹰派表述(In determining the extent of any additional policy firming that may be appropriate to return inflation to 2 percent over time)改为美联储将仔细评估各方面数据和经济前景来调整目标政策利率范围(In considering any adjustments to the target range for the federal funds rate, the Committee will carefully assess incoming data, the evolving outlook, and the balance of risks)。 二则,声明对未来降息时点的判断保持谨慎。本次声明增加了后续降息的前提条件,即只有等到美联储对通胀回落更有信心之后才会降息(The Committee does not expect it will be appropriate to reduce the target range until it has gained greater confidence that inflation is moving sustainably toward 2 percent)。 三则,声明对经济的判断从12月的“放缓”(economic activity has slowed from its strong pace in the third quarter)变成“稳健”(economic activity has been expanding at a solid pace)。我们理解这也是为何美联储对何时降息保持谨慎态度。 对于缩表,声明显示,美联储会按照前期的计划继续减少美债、机构债以及机构抵押贷款支持证券(MBS),即每月缩表规模为950亿美元(600亿美元美债以及350亿美元MBS)。 鲍威尔在新闻发布会中的表态中性偏鹰。一是,鲍威尔认为3月降息并不是基准情形(base case),但若经济数据支持降息,不排除3月降息窗口仍存。二是,鲍威尔对启动降息相对慎重(careful),认为过早降息和过晚降息都有风险。三是,此前市场对提前启动减缓QT有一定预期,但鲍威尔提到对QT的讨论将在3月会议中讨论,由此推算,减缓QT的操作可能要到下半年。 现阶段,鲍威尔认为3月降息不是基准情形(base case),但若经济和通胀数据能证实通胀回落的可持续性,则不排除3月降息,即美联储依旧遵循数据依赖法则。此外,鲍威尔承认,降息过早可能导致通胀再次反弹,而降息过晚则可能过度削弱经济和就业,美联储后续的目标则在于平衡两者风险,因此,数据依赖仍是最优法则。 I don’t think it is likely that the Committee will reach a level of confidence by the time of the March meeting to identify March as the time to do that, I don’t think that is the base case.
